摘　　要：人工智能技术的迅猛发展正在深刻地改变现代战争的面貌,并对国际关系产生深远的影响。随着智能化武器系统的广泛应用,战争的形态和策略正在发生根本性的变化。然而,这也带来了新的伦理和法律问题,例如如何在战争中确保人工智能的决策符合国际法和人道主义原则。在国际关系方面,人工智能的应用使得各国在军事实力上的差距进一步拉大,可能导致国际力量对比的重新洗牌。此外,网络攻击和防御的智能化使得各国在网络空间的对抗更加激烈,网络安全成为国家安全的重要组成部分。人工智能对现代战争与国际关系的冲击是全方位的,既带来了新的机遇,也带来了新的挑战。在对全球经济的影响方面,OpenAI的高效运作和创新能力为商业领域带来启示,传统GDP指标在反映新质生产力时存在局限,需采用更现代化指标,如女性就业率、人均碳足迹、芯片制造能力等。人工智能的发展为海南、中国香港等地提供机遇,类似“旧金山模式”可助力地区飞跃。中国可利用特区进行新质生产力指标试验,以引领方向并增强软实力。同时中国需防止资源垄断,促进小型公司创新。在人工智能时代,技术进步和迭代加速,开放社会环境和新指标将促进发展。中美需要在发展人工智能技术的同时,加强国际合作,制定相应的规则和机制,以确保人工智能在军事和国际关系中的应用能够造福人类,而不是成为新的威胁。The rapid advancement of artificial intelligence(AI)technology is profoundly transforming the nature of modern warfare and exerting a significant impact on international relations.The widespread application of intelligent weapon systems is fundamentally altering the forms and strategies of warfare.However,this evolution introduces new ethical and legal challenges,such as ensuring that AI-driven decisions in warfare comply with international law and humanitarian principles.In the realm of international relations,AI's application is widening the military power gap between nations,potentially reshaping the global balance of power.The intelligence-driven escalation of cyberattacks and defenses intensifies confrontations in cyberspace,making cybersecurity a critical component of national security.AI's impact on modern warfare and international relations is comprehensive,presenting both new opportunities and challenges.Regarding the global economy,the efficient operations and innovative capabilities of organizations like OpenAI offer insights for the commercial sector.Traditional GDP indicators may be inadequate in reflecting emerging productive forces,necessitating the adoption of more modern metrics,such as female employment rates,per capita carbon footprints,and chip manufacturing capabilities.AI development presents opportunities for regions like Hainan and Hong Kong region,where models akin to the"San Francisco model"could facilitate regional advancement.China can leverage special economic zones to experiment with new productive force indicators,thereby setting direction and enhancing soft power.Simultaneously,China must prevent resource monopolies and promote innovation among small enterprises.In the AI era,accelerated technological progress and iteration,coupled with an open social environment and new indicators,will drive development.China and the United States need to strengthen international cooperation while advancing AI technology,establishing appropriate rules and mechanisms to ensure that AI applications
