摘　　要：党的二十届三中全会把“坚持以人民为中心”作为进一步全面深化改革的重大原则之一,这充分体现了中国共产党一直“坚持人民至上”的价值理念。坚持人民至上谋划和推进改革,既彰显了马克思主义的人民性这一本质属性,又是指引中国人民勇毅前行的思想武器。长期以来,中国共产党以高度的理论自觉对马克思主义人的解放思想作出了创造性发展,对人民至上价值理念作出了系统性阐释,更以高度的行动自觉探索出了坚持人民至上谋划和推进改革的完整方法体系,即在坚持人民至上谋划和推进改革的过程中,始终以正确理论指引为行动先导,以战略策略为动力引擎,以制度建构为有力保障,以工作机制为重要抓手,以典型示范为有效路径,以打铁硬身为关键所在。在新时代新征程上,只有用好坚持人民至上谋划和推进改革的方法体系,站稳进一步全面深化改革的人民立场,才能确保改革始终得到人民群众的衷心拥护,凝聚起推进中国式现代化的磅礴力量。The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)established“adhering to a people-centered approach”as a fundamental principle for further deepening reform comprehensively.This reaffirms the CPC’s longstanding value of“put the people first.”Since the 18th National Congress of the CPC,the Party Central Committee with Comrade Xi Jinping at its core has consistently adhered to“put the people first”in planning and advancing reforms,positioning“promoting social equity and justice and enhancing people’s wellbeing”as both the starting point and ultimate goal of deepening reform comprehensively and advancing Chinese modernization.“Put the people first”is a valuable experience developed by the CPC over more than a century of exploring Chinese modernization.Guided by Marxist theory and rooted in the mission of seeking happiness for the Chinese people and rejuvenation for the Chinese nation,this principle is grounded in the Marxist concept of the people as the main subject.It inherits the people-oriented view of Marxism adapted to the Chinese context and the needs of our times,exemplifying the people-centered features of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.The CPC has creatively developed the Marxist concept of human liberation,systematically expounded on the principle of“put the people first”,and explored a comprehensive methodological system for planning and advancing reform adhering to this principle.This system consistently uses theoretical guidance as the foundation for action,strategic considerations as the driving force,institutional construction as a strong guarantee,working mechanisms as key tools,exemplary demonstrations as effective strategies,and self-improvement as a crucial element.On the new journey,only by effectively utilizing this methodological system and advancing reform with a focus on“put the people first”,and by firmly maintaining the people’s position in further deepening reform compreh
