摘　　要：从投入和产出两个维度,建构评估政府财政支出绩效的指标体系。以安徽省为例,利用数据包络分析法(DEA)对安徽省及其16个市的财政科技支出绩效进行全面评价。研究结果表明:“十三五”以来,近一半的年份里,全省财政科技支出的综合效率还没有达到相对有效的水平,管理和技术等因素是其主要原因;近年来16个市总体上的科技支出效率不理想,且各个地市财政科技支出规模投入具有一定的波动性,规模效率比较低的原因是16个市综合效率较低。基于此,提出推进省级科技领域财政事权和支出责任划分、实现财政科技支出向财政R&D预算管理转变、优化投入方式与结构等相关建议。This paper constructs an index system to evaluate the performance of government fiscal expenditure from two dimensions of input and output.Taking Anhui province as an example,DEA Data envelopment analysis method was used to evaluate the province’s overall benefits in terms of technology investment varied among the 16 cities.The results show that:since the"13th Five-Year Plan",the comprehensive efficiency of the province's financial S&T expenditures has not reached a relatively effective level in nearly half of the years,,and factors such as management and technology are the main reasons for this;in recent years,the overall efficiency of science and technology expenditure in the 16 municipalities has not been satisfactory,and the scale of financial science and technology expenditure in each municipality has a certain degree of volatility,and the reason for the relatively low scale efficiency is that the overall efficiency of the 16 municipalities is low.Finally,according to the research results,some suggestions are put forward,such as promoting the division of Financial Authority and expenditure responsibility in provincial science and technology field,realizing the transformation of financial science and technology expenditure to financial R&D budget management,optimizing the input mode and structure,etc.
