摘　　要：乡村人才振兴是全面推进乡村振兴战略和农业农村现代化的关键支撑。文章以J市乡村振兴工作专员制度的具体实践为例,探索乡村振兴内源式发展的理论逻辑与实践路径。基于对深度访谈资料的主题分析,结合双轨政治理论与嵌入式治理理论,文章提出了嵌入式双轨治理模型。乡村振兴工作专员作为内源人才嵌入乡土社会,依托政治嵌入、关系嵌入和文化嵌入,有效激活乡村治理网络。基于嵌入式双轨治理模型的分析,文章提出打通治理体系“制度关”,突破治理主体“信任关”,贯通治理场域“知识关”,以期破除乡村振兴进程中的治理梗阻,推动乡村振兴内源式发展。The revitalization of rural talents is the key support for comprehensively promoting the strategy of rural revitalization and agricultural and rural modernization.This paper takes the specific practice of the ru-ral revitalization commissioner system in J City as an example to explore the theoretical logic and practical path of the endogenous development of rural revitalization.Based on the topic analysis of in-depth interview data,combined with dual-track politics and embedded governance theory,the paper proposes an embedded dualtrack governance model.Rural revitalization specialists are embedded in rural society as internal talents,and rely on political,relational and cultural embeddings to effectively activate the rural governance network.Based on the analysis of the embedded dual-track governance model,the paper proposes three measures to break through the"system barrier"of the governance system,break through the"trust barrier"of the governance sub-ject,and cross the"knowledge barrier"of the governance field,in order to break the governance obstruction in the process of rural revitalization and promote the endogenous development of rural revitalization.
