摘 要:自然保护地社区共管基于其可以提高保护地管理成效、化解保护地建设与社区矛盾等优势被许多国家所采纳,在国际层面日渐成为广被认可的自然保护地管理模式。我国自然保护地社区共管探索之路已走过30余年的历程,但仍存在自然保护地社区共管法律依据不足、社区共管模式定位不清、社区共管能力和意识不强等问题。我国自然保护地社区共管应采取的推进路径是:从立法上明确社区共管的法律地位,实现社区共管从政策向法律的转化;因地制宜,各自然保护地根据自身情况采取不同的共管模式;对社区赋权增能,提升社区共管的能力和意识。Community co-management has been adopted by many countries based on its advantages of improving the effectiveness of protected area management and resolving conflicts between protected area construction and communities,and has become a widely recognized model of nature reserve management at the international level.The exploration path of community co-management in nature reserves in China has gone through 30 years,but there are still problems such as insufficient legal basis for community co-management in nature reserves,unclear positioning of community co-management mode,and weak capacity and awareness of community co-management,etc.The paths that should be taken to promote community co-management in our country’s nature reserves are as follows:clarify the legal status of community co-management in terms of legislation and realize the transformation of community co-management from policy to law.According to the conditions of the local conditions,each nature reserve should adopt different community co-management methods according to its own situation so as to improve the management of nature reserves.
