摘  要:基于国有企业Y厂职工代表大会历史存档资料以及职工访谈,本研究对1987年以来该厂职代会的会议流程、会议职权、会议功能、参会主体等方面进行了分析,并试图找出职工代表大会制度变迁的动力因素。研究认为,其外生动力因素包括党在不同历史时期对职代会制度赋予的政治使命、完善中国特色现代企业管理制度的客观需要、政府在不同历史时期企业治理策略的角色转变;其内生动力因素主要是国有企业“合法性”与“效率性”的双重驱动、职工维权意识与参政议政能力的不断增强、工会维权服务基本职责的日益明确。研究建议,要进一步强化职工代表大会制度建设,充分发挥职工代表大会制度的治理效能,为国资国企改革保驾护航。This study,based on the historical archives of the workers'congress of a state-owned enterprise(Y Factory)and interviews with workers,analyzes the process,authority,functions,and participant roles of Workers'Congress since 1987,attempting to identify the driving forces for changes in the Workers'Congress system.The study asserts that the external driving forces include the political missions assigned to the Workers'Congress by the Party during different historical periods,the objective need for improving the modern enterprise management system with Chinese characteristics,and the changing role of government governance strategies across periods.The internal driving forces mainly consist of the dual motivation of"legitimacy"and"effi ciency"in state-owned enterprises,the continuous enhancement of workers'awareness of rights protection and their ability to participate in governance,and the increasing clarity of trade unions'responsibilities in providing rights protection services.To provide strong support and protection for the reform of state-owned enterprises,hence we should further strengthen the construction of the Workers'Congress system,and fully leverage its governance effectiveness.
