乡村振兴背景下县域体育建设增长极研究——以“国球村村打”工程为构想

摘　　要：县域体育作为党的十八大以来体育重点发展领域之一,仍然存在范围不清、人员储备和行动不足等问题。运用文献资料、实地调研等方法,深入湖北省多地县域和省委有关部门进行调查,认为可将“国球村村打”工程作为县域体育建设增长极。研究提出“顺应时势”和“主动作为”两个概念,合起来就是“顺势而为”。“势”即“国球村村打”工程的必要性和可行性,其中“天时”是必要性,“地利”是可行性。“为”则指“人和”,意为人为设计和创造的,具体体现在“国球村村打”工程的机制和路径方面,机制层面,应在纵向上采用协同发展机制,横向上应采取协作治理机制;路径层面,应从器材与设施、技术与人才和赛事三方面考量,最终实现“国球村村打”工程的建设。County level sports,as one of the key development areas since the 18th National Congress of the CPC,are faced with insufficient personnel,inadequate activities and other problems.Though literature review and field research,an in-depth investigation in various counties in Hubei Province and relevant departments of the provincial party committee was made.It was believed that the“table tennis village initiative”could be effective for county sports promotion.The concepts of“adapting to the current situation”and“taking the initiative”focused on the necessity and feasibility of the“table tennis village initiative”,where timing was necessary and geographical advantages were feasible.Favorable conditions,geographic advantages,and the unity of the people all must be in place.A collaborative development mechanism and a cooperative governance mechanism should be adopted.Equipment and facilities,technology and talent,competition organization should be ensured.
