《政务服务电子文件归档和电子档案管理办法》内容解读与思考

摘　　要：2023年7月30日,为加强政务服务电子文件归档和电子档案管理工作,国务院办公厅印发了《政务服务电子文件归档和电子档案管理办法》。本文通过介绍和解读该办法的主要内容,发现其在结构上实现了整体性与协调性的统一,在内容上兼顾了时代性与科学性,在操作上平衡了规范性与灵活性,同时认为该办法的部分条例应更加明确具体,重点内容尚待进一步突出,分类指导效力也有待进一步强化,并提出相应建议。On July 30,2023,in order to strengthen the archiving of electronic documents and the management of electronic records for government services,the General Office of the State Council issued the Measures for the Ar⁃chiving of Electronic Documents and the Manage⁃ment of Electronic Records for Government Ser⁃vices.By introducing and interpreting the main contents of the Measures,this paper finds that it has the unity of integrity and coordination in struc⁃ture,takes into account the modernity and scient⁃ificity in content,and balances standardization and flexibility in operation.At the same time,it is believed that some of the regulations of the Mea⁃sures should be more clear and specific,the key contents need to be further highlighted,the ef⁃fect of classification guidance needs to be further strengthened,and corresponding optimization suggestions are put forward.
