摘　　要：高质量发展是全面建设社会主义现代化国家的首要任务,兼具价值理性与工具理性两种“人类理性”的基本属性。价值理性关注推动高质量发展的价值导向问题,认为坚持人民至上、贯彻新发展理念和实现全体人民共同富裕是其价值取向、指导原则和发展归宿;工具理性关注推动高质量发展的实践导向问题,认为坚持党的全面领导、深化供给侧结构性改革、构建新发展格局是其领导体制、工作主线和战略基点。高质量发展蕴含的价值理性与工具理性存在辩证统一关系,价值理性为实现高质量发展的工具理性提供行动的价值引领;工具理性为实现高质量发展的价值理性提供具体的路径支撑。High-quality development is the primary task of building a fully modern socialist country and has the basic attributes of both value rationality and instrumental rationality,which are two dimensions of "human rationality".In the dimension of value rationality,we pay attention to the value-oriented issues of promoting high-quality development.We hold that putting people first,implementing the new concept of development and realizing common prosperity for all people are its value orientations,guiding principles and development destinations.In the dimension of instrumental rationality,we are concerned about the practice-oriented issues of promoting high-quality development.We believe that adhering to the Party's overall leadership,deepening the supply-side structural reform and building a new development pattern are its leadership system,main line of work and strategic base point.Value rationality and instrumental rationality contained in high-quality development are a dialectical unity.Value rationality provides value guidance in action for the instrumental rationality of realizing high-quality development,while instrumental rationality provides concrete path support for the value rationality of realizing high-quality development.
