国外林业助推乡村振兴的经验启示

摘　　要：林业是国民经济的重要组成部分,在助推乡村振兴战略实施中发挥着不可替代的作用,对推动生态文明及美丽中国建设,促进中国特色社会主义发展具有重要意义。与此同时,在“两山”理念和习近平生态文明思想的指引下,实现国民增收和绿色发展也是乡村振兴战略实施过程中的关键目标,而这与林业高质量发展、大力推动生态经济建设的路径不谋而合,即林业振兴能够为乡村振兴提供新思路、新选择。文中基于中国目前林业推动乡村振兴的现状,通过研究国外林业产业发展和乡村振兴的方案、策略及实施成效,提出继续优化调整林业发展的对策建议,即通过完善林业组织机构、加强林业产业规模化、加强林业资源保护、形成林产特色文化等助推乡村文化振兴,进而推动乡村发展。Forestry is an important component of the national economy and plays an irreplaceable role in the implementation of the rural revitalization strategy.It is of great significance in promoting ecological civilization,building beautiful China and developing the socialism with Chinese characteristics.Under the guidance of the concept of“Two Mountains”and the President Xi Jinping s thoughts of ecological civilization,the balance of national income growth and green development is a critical objective in the implementation of the rural revitalization strategy,which coincides with the path to high-quality forestry development and vigorous ecological economic development.This means that forestry revitalization can provide new ideas and new choices for rural revitalization.Based on the current situation of forestry contribution to rural revitalization in China,this paper studies the development plans and strategies related to forestry industry and rural revitalization in foreign countries and analyzes their implementation effects.Then the countermeasures are proposed for further optimizing and adjusting forestry development,i.e.,improving forestry institution,scaling up forestry industry,make more effort to protect forest resources,and building special forestry culture,with the aim at promoting rural cultural revitalization and materializing rural development.
