摘　　要：为全面践行“节水优先、空间均衡、系统治理、两手发力”的新时期治水方针,适应经济社会发展和水资源供求状况的变化,从源头着力推动水资源节约集约使用,宁海县积极开展取水权交易改革试点,通过探索创新企业之间的取水权交易模式,促进企业节约用水,提高水资源利用效率,利用市场经济手段,优化水资源配置,保障区域工业企业发展用水、破解区域水资源供需矛盾。To comprehensively implement the water management policy of“prioritizing water conservation,balancing space,systematic governance,and dual efforts”in the new era,adapting to the changes in economic and social development and water resource supply and demand,Ninghai County actively carried out pilot reforms in water intake rights trading focusing on promoting the conservation and intensive use of water resources from the source.By exploring innovative water rights trading models between enterprises,promoting water conservation,improving water resource utilization efficiency,utilizing market economy means,and optimizing water resource allocation,the county aims to ensure the development of water for regional industrial enterprises,and solve the supply-demand contradiction of regional water resources.
