驻村第一书记助力乡村振兴的行为范式与实践机制——以辽宁省锦州市T村为例

摘　　要：驻村第一书记制度在全面推进乡村振兴战略中发挥着举足轻重的作用。基于辽宁省锦州市T村第一书记引领乡村振兴的实践经验,设计驻村第一书记的引领模式,可以发现驻村第一书记作用的发挥具备服务优势、整合资源优势与思想政治优势,而在个人能力、嵌入性驻村制度设计及驻村工作长期可持续性等方面还存在一些现实问题。为了能让驻村第一书记更好地发挥作用,建议在精准建立驻村第一书记选派机制与培训机制、不断完善嵌入性驻村制度、建立驻村第一书记长效支持机制等方面继续深入实践。The system of the first secretary in the village plays an important role in the overall promotion of the rural revitalization strategy.Based on the practical experience of the first Secretary of T Village in Jinzhou City,Liaoning Province leading the rural revitalization,the design of the leading mode of the first secretary in the village can be found that the role of the first secretary in the village has service advantages,resource integration advantages and ideological and political advantages,but there are still some practical problems in the aspects of personal ability,embedded village system design and long-term sustainability of the village work.In order to make the first secretary in the village play a better role,it is suggested to continue in-depth practice in the accu-rate establishment of the selection mechanism and training mechanism of the first secretary in the village,con-stantly improve the embedded village system,and establish a long-term support mechanism for the first secretary in the village.
