摘 要:随着科技进步与全球化的加速推进,新质生产力已成为推动经济社会发展的核心动力。人才是新质生产力形成的主体性、决定性因素。当前基层治理面临着人才短缺和治理能力不足的双重挑战。在新质生产力兴起的推动下,基层治理对人才的需求愈发凸显。按照发展新质生产力的要求来剖析基层政府的人才引进政策,并验证其实施效果,可以改善基层政府人才队伍现状,并有效提升基层治理效能。未来需要进一步健全县域人才宏观调控机制、完善基层公务员复合激励制度、创新基层公务员培养体系,将新质生产力与基层治理结合起来,通过基层治理能力的提高加快推进县域新质生产力的发展进程。With the acceleration of scientific and technological progress and globalization,new quality pro-ductivity has become the core driving force to promote economic and social development.Talent is the main and decisive factor in the formation of new quality productivity.At present,grass-roots governance is facing the dual challenges of talent shortage and insufficient governance capacity.Driven by the rise of new quality productivity,the demand for talents in grass-roots governance has become increasingly prominent.According to the require-ments of developing new quality productivity,analyzing the talent introduction policy of the grass-roots govern-ment and verifying its implementation effect can improve the current situation of the talent team of the grass-roots government and effectively enhance the efficiency of grass-roots governance.In the future,it is necessary to fur-ther improve the macro-control mechanism of county talents,improve the composite incentive system of grass-roots civil servants,innovate the training system of grass-roots civil servants,combine the new quality productivity with grass-roots governance,and accelerate the development process of county new quality productivity through the improvement of grass-roots governance capacity.
