基层腐败的隐蔽性及治理难题——兼论纪律治权的路径

摘　　要：基层腐败的根源在于由岗位性权力的排他性和私属性而衍生出的权力寻租。这种权力寻租主要通过掌控关键岗位、调控资金、分配资源来实现,并表现出复杂权力结构的遮蔽关系、集体性和行业性的联动作案、方法变异的手段等隐蔽性特征。实践中以权治权,合理设置权责关系;以民治权,强化群众与公共机构的互动;以方法制权,发挥技术手段作用的应对策略,虽有积极意义,但各有局限。纪律治权是全方位解决基层腐败隐蔽性难题的重要且兜底的保障。解决基层腐败,短期看方法,中期看制度,长期看文化,坚持从这三个维度解决问题,就能够推动形成基层治理风清气正的政治生态。The root of grassroots corruption lies in the rent-seeking behaviors deriving from the exclusive and private nature of position-based power.Rent-seeking of this kind,mainly realized by controlling key positions,regulating funds,and allocating resources,demonstrates the feature of insidiousness characterized by the hidden relationship in a complex power structure,the collective and industrial interaction,and diversified methods.In practice,we should govern power by the means of power and reasonably define the relationship between power and responsibility;we should govern power with the assistance of the people and strengthen the interaction between the masses and public institutions;and we should tactically discipline power,as the strategies to give full play to technical means have respective limitations in spite of positive significance.Governing power with discipline is an important and underpinning guarantee for cracking the insidiousness of grassroots corruption in an all-round way.To solve grass-roots corruption,we should focus on methods in the short term.systems in the medium term,and culture in the long term.Adhering to these three dimensions will promote the formation of a clean political ecology for grassroots governance.
