公路大件运输协同治理体系研究

摘　　要：大件运输作为我国基础设施建设的关键环节,受到了社会各界的广泛关注。交通运输管理部门出台的一系列法律法规,明确了大件运输的合法地位、优化了大件运输的市场环境。然而,大件运输行业仍存在一些违规行为。文章列举了大件运输行业典型的违规行为,剖析了其成因,并在此基础上对预防、执行、动态管理阶段提出了改进建议,以期提升大件运输许可与事中事后监管水平,完善公路大件运输管理理论体系,探索符合现阶段实际情况的治理方案,促进大件运输行业的有序健康发展。As a key link in China's infrastructure construction,bulky cargo transportation has been widely concerned by the community.The transportation management department has issued a series of laws and regulations to clarify the legal status of bulky cargo transportation and optimize the market environment of bulky cargo transportation.However,there are still some violations in the bulky cargo transportation industry.This paper lists typical violations in bulky cargo transportation,analyzes the reasons behind them,a nd p uts f orward s uggestions f rom t he s tages o f p revention,i mplementation a nd d ynamic m anagement,s o a s t o i mprove t he level of bulky cargo transportation licensing and supervision during and after the event,improve the theoretical system of highway bulky cargo transportation management,explore a management plan that meets the actual situation at the present stage,and promote the orderly and healthy development of bulky cargo transportation industry.
