第三次分配视域下现代慈善事业协同发展的生成逻辑及实践路径

摘　　要：党的十八大以来,中国特色社会主义进入了新时代,国家开始强调改善收入和财富分配格局,积极构建初次分配、再分配、第三次分配协调配套的分配制度体系日趋提上日程。依托第三次分配理论促进现代慈善事业协同发展的新格局成为中国式社会治理现代化的应有之义。然而,目前我国慈善事业发展还存在碎片化的低效治理难题,究其根本原因是缺乏第三次分配视域下的协同发展视角。本文在厘清第三次分配视域下现代慈善事业协同发展的逻辑关系基础上,构建现代慈善事业协同发展的多维度逻辑框架,即从方向维度、基础维度、主体维度、运行维度、结果维度,探讨第三次分配视域下,中国慈善事业发展不同主体协同共治的运行机制,提出现代慈善事业协同发展的实践路径。Since the 18th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era,and the state has begun to emphasize the improvement of the distribution pattern of income and wealth,and actively build a coordinated distribution system of primary distribution,redistribution and third distribution has been put on the agenda.Relying on the third distribution theory to promote the new pattern of coordinated development of modern philanthropy has become the proper meaning of the modernization of Chinese social governance.On the basis of clarifying the logical relationship of the coordinated development of modern philanthropy from the perspective of the third distribution,this paper constructs a multidimensional logical framework of the coordinated development of modern philanthropy,that is,from the dimension of direction,foundation,subject,operation and result,and discusses the operating mechanism of the cooperative and co-governance of different subjects in the development of China's philanthropy from the perspective of the third distribution.Put forward the practice path of the coordinated development of modern philanthropy.
