摘　　要：公共体育服务精准管理是构建现代化服务体系的关键。面对公共服务“生产率悖论”,亟需引入数智技术实现“精准匹配”,提升服务绩效。采用文献资料法与逻辑分析法,以数智技术赋能为视角,探讨公共体育服务精准管理的作用机理、现实挑战与实践路径。认为当前数智技术通过重塑管理理念、革新管理手段、驱动管理过程以及提升管理效能进而对公共体育服务精准管理赋能。然而,数智技术发展在公共体育服务精准管理中的应用仍面临政策法律保障缺乏、人才技术匹配缺失、投入产出失衡,转型持续难、隐私数据安全受威胁等诸多挑战。作为推动公共体育服务精准管理的重要动力,通过强化顶层政策设计与法律保障体系、构建支持全面创新的体育科技人才体制机制、构建支撑公共体育服务管理的金融体系、健全公共体育服务管理数据安全体系等具体行动,强化其在公共体育服务精准管理中的基础能力,以充分发挥数智技术对提升公共服务管理效率与质量的正向功能。Precision management in public sports services is pivotal to the establishment of a modern service system.In the context of the“productivity paradox”in public services,there is an urgent need to introduce digital intelligence technologies to achieve“precision matching”and enhance service performance.This paper used the literature review method and logical analysis to explore the mechanism,practical challenges,and implementation pathways of precision management in public sports services from the perspective of digital intelligence technology empowerment.The findings indicate that current digital intelligence technologies empower precision management in public sports services by reshaping management concepts,innovating management tools,driving management processes,and enhancing management effectiveness.However,the application of digital intelligence technologies in precision management of public sports services still faces numerous challenges,including the lack of policy and legal safeguards,the mismatch between talent and technology,imbalance between input and output,difficulties in sustaining transformation,and threats to privacy and data security.As a significant driving force for promoting precision management in public sports services,specific actions such as strengthening top-level policy design and legal safeguard systems,establishing institutional mechanisms to support comprehensive innovation in sports science and technology talent,constructing a financial system to support public sports service management,and improving the data security system for public sports service management,are essential to reinforce its basic capabilities in precision management.These measures aim to fully leverage the positive functions of digital intelligence technologies in enhancing the efficiency and quality of public service management.
