摘　　要：固本培元,立心铸魂。通观中国经济社会的发展,城市建设搞得好,对一个地域的经济社会发展会产生巨大带动作用。一座城市,要有强大带动力,则这个城市必须有灵魂,也就是必须有文化底蕴。潍坊市自然资源和规划局十分注重这个根本问题,从国家改革开放到今天,一直坚持在城市建设上固本培元立心铸魂。近年来,他们抓住潍坊历史悠久,城廓起势早,有着优秀历史文化特点,深研细悟,循迹溯源,把握历史文脉,努力发扬光大,在创建国家历史文化名城活动中,走在前列。Culture is where the soul of a city dwells.The soft power of culture,which is the foundation of a city's economic and social development,highlights the cul-ture's influence,creativity,leader-ship,and sense of identity of a city based on its historical and cultural.heritage.With a history of 5,000 years,China has nurtured numerous cities that are re membered in his-tory due to their profound cultural backgrounds or significant historic events.
