语言安全视角下全球语言民族主义新动向探析

摘　　要：语言是一种“身份验证码”,标识民族特性。从语言安全视角看,语言民族主义是一种以语言为工具的民族主义政治理念与活动,如应对不当,易于引发国际冲突。当前全球语言民族主义再度回潮,语言保护主义复现、语言政治化持续蔓延、语言武器化趋势加重、语言去殖民化兴起是全球语言民族主义新动向的突出表征。语言始终是民族认同与国家尊严的核心要素,语言日益成为触发和激化国际危机的工具,全球去殖民化由物质制度层面向语言文化层面发展是全球语言民族主义新动向形成的主要原因。中国参与全球语言安全治理要密切关注语言民族主义动向,注意化解全球语言安全风险;各国应从全球语言交流合作中寻求自我语言价值和文化认同,努力为本国语言传承和发展注入新的活力;国际社会要关注剥离语言背后的殖民话语,推动构建包容多元的“语言命运共同体”。Language is a form of“identity verification”,signifying ethnic characteristics.From the perspective of language security,linguistic nationalism serves as a form of political ideology and activity that uses language as a tool.Improper handling of linguistic nationalism can provoke international conflicts.Currently,a resurgence of global linguistic nationalism rises up.Prominent characteristics of this new trend include the resurgence of language protectionism,the continuous spread of language politicization,the exacerbation of language weaponization,and the rise of language decolonization.Language has always been a core element of national identity and dignity,and is increasingly becoming a tool for triggering and responding to international crisis.The fact that global decolonization movement shifting from institutional levels to linguistic and cultural levels are the main reasons for the new trend.China needs to closely monitor the progress of linguistic nationalism and mitigate global language security risks during its participation in global language governance.Countries should seek their own language value and cultural identity through global language communication and cooperation,striving to inject new vitality into inheritance and development of their own languages.The international community should strip the colonial discourse and western values behind the language and promote an inclusive and diverse“language community of shared future”.
