摘　　要：以甘肃省为对象,通过对甘肃省优化营商环境的政府文件进行文本分析,提取评价指标,结合文献以及甘肃省情补充指标后,创新性运用层次分析法(AHP)与熵权法(EWM)进行组合赋权,最终构建出以市场环境、政务数字环境、法制政策环境、创新环境、基础建设环境、生态环境为指标的甘肃省营商环境评价体系,代入甘肃省14个市州的指标数据后,对甘肃省各市州和甘肃省总体营商环境进行分析,为甘肃省营商环境的优化提供了科学依据和建议。The study takes Gansu Province as the object,extracts evaluation indicators through text analysis of the government documents on optimizing the business environment in Gansu Province,supplements the indicators based on literature and the situation in Gansu Province,and innovatively uses the Analytic Hierarchy Process(AHP)and the Entropy Weight Method(EWM)for combined weighting.Finally,a business environment evaluation system for Gansu Province is constructed with market environment,digital government environment,legal policy environment,innovation environment,infrastructure environment,and ecological environment as indicators.After substituting the indicator data of 14 cities and prefectures in Gansu Province,the business environment of each city and prefecture and the overall business environment of Gansu Province are analyzed,providing a scientific basis and suggestions for the optimization of the business environment in Gansu Province,which helps to enhance the economic competitiveness and sustainable development capacity of Gansu Province.
