黄河流域环境规制对水资源利用效率的影响研究

摘  要:为选取合适的环境规制工具来提升水资源利用效率,基于全要素视角,通过SE-SBM模型对黄河流域2008-2022年绿色水资源利用效率进行科学测度,利用随机效应面板Tobit模型,探究三类环境规制对黄河流域水资源利用效率的影响。结果表明:黄河流域综合环境规制强度不断波动,整体处于缓慢上升的状态;黄河流域水资源利用效率整体水平较低,且流域内部呈现东高西低的空间分布特征;不同环境规制类型对黄河流域水资源利用效率的影响存在异质性,命令控制型、市场激励型、综合环境规制强度和水资源利用效率呈现“U型”态势。提出黄河流域上中下游需要不同的“以水定产”策略,针对不同区域的生态要求和产业规划实施不同的规制政策。In order to select appropriate environmental regulation tools to improve water resources utilization efficiency,based on the perspective of all factors,the SE-SBM model was used to scientifically measure the green water resources utilization efficiency of the Yellow River Basin from 2008 to 2022.The impacts of the three types of environmental regulations on the water resources utilization efficiency of the Yellow River Basin was explored using the random effects panel Tobit model.The results indicate that the comprehensive environmental regulation intensity in the Yellow River Basin fluctuates continuously,and the overall situation is in a slow upward trend.The overall level of water resources utilization efficiency in the Yellow River Basin is relatively low,with a spatial distribution pattern of higher in the east and lower in the west.The impacts of different types of environmental regulations on water resources utilization efficiency in the Yellow River Basin exhibit heterogeneity,with a U-shaped relationship between command-control,market-incentive,and comprehensive environmental regulation intensities and water resources utilization efficiency.It is proposed that the upper,middle,and lower regions of the Yellow River Basin need different strategies of“determining production by water”,and different regulatory policies should be implemented according to the ecological requirements and industrial planning of different regions.
