治水新思路下我国水生态补偿实践探索与政策建议

摘　　要：在系统总结我国江河源头区、重要水源地、水土流失重点防治区、蓄滞洪区、受损河湖等重点区域及黄河、长江等重点流域不同类型水生态补偿实践探索的基础上,深入剖析了当前水生态补偿中存在的现实问题,并在此基础上围绕进一步完善水生态补偿权责关系、建立科学的水生态补偿标准核算体系、强化各主体参与协作机制及建立健全水生态补偿长效保障机制四个方面提出加快完善我国水生态补偿机制建设的政策建议。By systematically summarizing the exploratory practices of different types of water ecological compensation in key areas such as river source regions,important water sources,key soil erosion control areas,flood storage and detention areas,and damaged rivers and lakes,as well as in key river basins such as the Yellow River and the Yangtze River,this paper deeply analyzes the current issues in water ecological compensation.Based on this analysis,policy recommendations are proposed to accelerate the improvement of China’s water ecological compensation mechanism,focusing on four aspects:further refining the rights and responsibilities in water ecological compensation,establishing a scientific accounting system for water ecological compensation standards,strengthening the participation and cooperation mechanisms of all stakeholders,and establishing and improving a long-term guarantee mechanism for water ecological compensation.
