新发展阶段推动乡村振兴重点帮扶县人才回引的逻辑与路径

摘　　要：重点帮扶县的人才短缺问题是当前制约乡村振兴最主要的因素。基于重点帮扶县地域特征、发展阶段特征、经济特征、人才特征的分析发现,重点帮扶县的人才回引存在人才结构失衡、人才发展空间不足、回引人才参与乡村振兴的动力和热情不高、回引人才留不住等现实困境。对此,一些重点帮扶县通过人才回引的政策实践、地方实践、乡土实践探索出了内外联动的引才实践逻辑。新发展阶段,为实现乡村人才振兴,重点帮扶县在人才回引过程中需要通过媒介宣传和交流平台建设,拓宽引才渠道;通过提升基础设施和公共服务质量,着力改善人才发展环境;通过多种手段,强化乡村人才激励机制;通过引育并重,立足乡村所需,大力培育人才。The shortage of talents in key assisted counties is currently the most significant factor restricting rural revitalization.Based on the analysis of the regional characteristics,development stage characteristics,economic characteristics,and talent characteristics of key assisted counties,it is found that there are practical difficulties in talent attraction in key assisted counties,such as imbalanced talent structure,insufficient talent development space,low motivation and enthusiasm for attracting talents to participate in rural revitalization,and difficulty in retaining them.In response,some key assisted counties have explored the logic of internal and external linkage in talent attraction through policy practice,local practice,and local practice.In the new development stage,in order to achieve the revitalization of rural talents,key assisted counties need to expand talent attraction channels through media publicity and communication platform construction in the process of talent attraction;to enhance the environment for talent development by improving the quality of infrastructure and public services;to strengthen the incentive mechanism for rural talents through various means;to meet the needs of rural areas and vigorously cultivate talents by emphasizing both education and talent development.
