广西边境地区县域卫生资源配置状况研究

摘　　要：目的分析广西边境地区县域卫生资源配置现状及其公平性,为优化县域卫生资源配置提供参考。方法收集广西边境地区8个县域2015—2021年的卫生资源数据,从人口、地理两个维度评价县域卫生资源配置的公平性。结果2015—2021年,广西边境地区8个县域的卫生资源总体呈逐年增加的趋势,但大部分县域千人口床位数、执业(助理)医师数、注册护士数低于广西平均水平;按人口配置的各类卫生资源公平性的基尼系数优于按地理配置的。结论应强化政府在卫生资源配置中的宏观调控功能,进一步提高广西边境地区卫生资源配置水平;加大边境地区县域卫生人力资源投入力度,持续提升卫生人力资源供给能力;多措并举,稳定边境地区村卫生室人员队伍;优化边境地区县域卫生资源空间布局,保障卫生资源配置的公平性。Objective To analyze the status and fairness of health resource allocation in Guangxi border areas,and provide reference for optimizing the allocation of health resources in counties.Methods Collect health resource data from 8 counties in the Guangxi border areas from 2015 to 2021,and evaluate the fairness of county-level health resource allocation from two dimensions:population and geography.Results From 2015 to 2021,the overall health resources of 8 counties in the Guangxi border areas showed an increasing trend year by year.However,the number of beds for teaching,practicing(assistant)physicians,and registered nurses per thousand population in most counties was lower than the average level in Guangxi;The Gini coefficient of equity in various health resources allocated by population is better than that allocated by geography.Conclusion The macro-control function of the government in the allocation of health resources should be strengthened to further improve the level of health resource allocation in the Guangxi border areas;Increase investment in county-level health human resources in border areas and continuously improve the supply capacity of health human resources;Take multiple measures to stabilize the personnel team of village clinics in border areas.Optimize the spatial layout of county-level health resources in border areas to ensure fairness in the allocation of health resources.
