基于安徽省粮食安全与生态安全的耦合协调发展研究

摘　　要：根据安徽省2000—2021年的粮食生产相关数据,采用熵权法、变异系数法以及耦合协调模型等,测算该省在2000—2021年粮食安全与生态安全两个系统的综合评价指数及耦合协调度,并与其相邻省份进行对比分析.结果表明:安徽省粮食安全与生态安全的耦合协调水平总体较好,其发展状态由粮食安全滞后型转变为均衡发展型,最后转变为生态安全滞后型;其相邻各省份之间的粮食安全与生态安全耦合协调状况与其变化幅度不尽相同,且没有一个省份处于优质协调阶段.为统筹推进粮食安全与生态安全协调发展,应提高粮农的环境保护意识,加大环境保护专项资金投入,并合理布局与农业生态环境承载力相适应的粮食生产新格局,加快设立反馈联动机制,同时加强区域合作交流、差别化农业生态补偿.According to the relevant data of Anhui Province,using the entropy weight method,coefficient of variation method and coupling coordination model,the comprehensive evaluation index and the coupling and coordination level of food security and ecological security of it from 2000 to 2021 has been calculated,as well as compared with the neighboring provinces.The results show that the overall level of coupling and coordination of food security and ecological security in Anhui Province is good,and its development status has shifted from lagging behind in food security to balanced development,and finally to lagging behind in ecological security.The coupling and coordination status of food and ecological security in neighboring provinces varies greatly,and no province is in the stage of high-quality coordination.To promote the coordinated development of food security and ecological security,it is necessary to enhance the environmental awareness of farmers and increase the investment of special funds for environmental protection,reasonably layout a new pattern of grain production that is compatible with the carrying capacity of the agricultural ecological environment and accelarate the establishment of feedback linkage mechanisms,and meanwhile,strengthen regional cooperation and exchange,differentiated agricultural ecological compensation.
