摘　　要：目的通过对2019—2023年黄山市医疗机构传染病防治行政处罚情况进行统计,了解目前黄山市医疗机构传染病防治中主要存在的问题,分析黄山市医疗机构传染病防治行政处罚的现状和特点,为今后更好地开展医疗机构传染病防治卫生监督工作提供参考和建议。方法收集黄山市2019—2023年医疗机构传染病防治行政处罚案件数据,对案件的地区分布、来源、行政处罚程序、行政处罚种类等方面进行统计分析。结果案件主要来源80.77%为卫生监督检查发现;案件处罚机构类别72.31%为村卫生室、诊所等基层医疗机构;案件处罚种类分为警告、罚款两类,其中警告占比45.38%、罚款占比39.23%、警告和罚款占比15.39%;案件处罚依据39.23%为《消毒管理办法》、30.00%为《医疗废物管理条例》、29.23%为《中华人民共和国传染病防治法》。结论卫生监督检查是发现传染病防治问题的主要途径;传染病防治存在问题较多的是村卫生室、诊所等基层医疗机构;传染病防治行政处罚依据和种类较为集中。Objective Through the statistics of administrative penalties for infectious disease prevention and control in medical institutions in Huangshan City from 2019 to 2023,we can understand the main problems in the prevention and control of infectious diseases in medical institutions in Huangshan City,analyze the current situation and charac-teristics of administrative penalties for infectious disease prevention and control in medical institutions in Huangshan City,and provide reference and suggestions for better carrying out health supervision of infectious disease prevention and control in medical institutions in the future.Methods The data of administrative penalty cases of infectious dis-ease prevention and control in medical institutions in Huangshan City from 2019 to 2023 were collected,and the re-gional distribution,sources,administrative penalty procedures and types of administrative penalties were statistically analyzed.Results The main source of 80.77%of the cases was found by health supervision and inspection;72.31%of the cases were punished by primary medical institutions such as village clinics and clinics.The types of punishment in cases were divided into two categories:warning and fine,of which warning accounted for 45.38%,fine accounted for 39.23%,warning and fine accounted for 15.39%;the cases were punished according to 39.23%of the Disinfection Management Measures,30.00%of the Medical Waste Management Regulations,and 29.23%of the Infectious Disease Prevention and Control Law of the People's Republic of China.Conclusion Health supervision and inspection is the main way to find out the problems of infectious disease prevention and control.There are many problems in the pre-vention and treatment of infectious diseases in primary medical institutions such as village clinics and clinics.The ba-sis and types of administrative penalties for infectious disease prevention and control are relatively concentrated.
