摘 要:以PMC(Project Management Contracting)模式下的水利工程招标为研究对象,旨在深入探讨该模式下的风险因素识别、评价和管理。详细剖析了在招标阶段可能面临的合同文件编制、EPC承包商选择、设计管理等多方面的风险因素。在此基础上,构建了风险评价指标体系,并引入模糊综合评价方法,以更好地处理评价过程中的不确定性和模糊性。在方法论上,遵循了全面性、独立性、可比较性、可操作性的设计原则,建立了清晰的层次结构模型,包括目标层、指标层和准则层。同时,采用模糊判断矩阵和可能度计算等方法,对风险因素进行了深入分析和排序,为项目决策提供科学依据。The study focuses on the identification,evaluation,and management of risk factors in water conservancy project bidding under the PMC(Project Management Contracting)model.It provides a detailed analysis of various risk factors that may be faced during the bidding stage,such as contract document preparation,EPC contractor selection,and design management.On this basis,a risk assessment index system was constructed and a fuzzy comprehensive evaluation method was introduced to better handle the uncertainty and fuzziness in the evaluation process.In terms of methodology,the design principles of comprehensiveness,independence,comparability,and operability have been followed,and a clear hierarchical structure model has been established,including the objective layer,indicator layer,and criterion layer.At the same time,methods such as fuzzy judgment matrix and likelihood calculation were used to conduct in-depth analysis and ranking of risk factors,providing scientific basis for project decision-making.
