摘　　要：目的:建立一套公立医院招标采购项目评价指标体系,助力招标采购工作质量和效率的有效提升。方法:通过文献分析法初步拟定评价指标框架;以4E理论为基础,从经济性、效率性、效果性及公平性4方面对评价指标进行分类;选取从事医院招标采购管理研究或政府采购评审工作的专家25人,采用德尔菲法进行两轮专家咨询确定指标体系,并利用层次分析法确定指标权重。结果:两轮专家咨询问卷回收率均为100%;专家权威系数为0.89;一、二、三级指标专家协调系数分别为0.699、0.717和0.731,P<0.01。最终构建由4个一级指标、13个二级指标和36个三级指标组成的公立医院招标采购项目评价指标体系。结论:本研究构建的评价指标体系具有一定的科学性和实用性,可为公立医院招标采购项目评价提供参考,为科学决策和动态优化招标采购流程提供数据支撑。Objective:To establish an evaluation indicator system for bidding and procurement projects in public hospitals,aimed at improving the quality and efficiency of procurement processes.Methods:An initial framework of evaluation indicators was developed through literature analysis.Based on the 4E Theory,indicators were classified into four categories:economy,efficiency,effectiveness,and equity.A two-round Delphi method was conducted with 25 experts engaged in hospital procurement management or government procurement evaluation to finalize the indicator system,and analytic hierarchy process(AHP)was applied to determine indicator weights.Results:Both rounds of expert consultation achieved a 100%response rate,with an authority coefficient of 0.89.Coordination coefficients for Level 1,Level 2,and Level 3 indicators were 0.699,0.717,and 0.731,respectively(P<0.01).The final system consisted of 4 Level 1 indicators,13 Level 2 indicators,and 36 Level 3 indicators,forming a comprehensive evaluation system for public hospital bidding and procurement.Conclusion:The constructed evaluation indicator system is scientifically sound and practical,offering a reference framework for evaluating public hospital procurement projects.It provides data support for informed decision-making and ongoing optimization of procurement processes.
