摘 要:目的:了解北京市19所市属公立医院纪检干部队伍建设现状,分析和探索加强市属公立医院纪检干部队伍建设的有效举措。方法:采用文献研究法和问卷调查法,围绕职责范围、培训情况、激励措施、履职情况、工作压力等不同维度设计问卷,对北京市19所市属公立医院481名纪检干部进行问卷调查。结果:纪检干部纪委培训参加率达97.30%,最希望强化的业务培训是监督工作的方式方法;部分纪检干部存在能力经验不足、工作方法待改进、有畏难情绪等问题;56.70%的纪检干部在履职过程中敢于对科室党支部不良风气直接提出批评;纪检干部履职过程中存在遭人误解、遭遇恶语伤害的现象。结论:针对当前纪检干部队伍存在的问题,应从坚持持续优化完善纪检干部队伍能力结构、持续细化健全纪检干部队伍培训体系等6个方面加以改善。Objective:To assess the current state of disciplinary inspection cadre team building in 19 municipal public hospitals in Beijing and to explore effective measures for strengthening the capacity of these teams.Methods:Using literature review and survey methods,a questionnaire was developed focusing on various aspects,including role scope,training status,incentive measures,performance,and work stress.A total of 481 disciplinary inspection cadres from 19 Beijing municipal public hospitals were surveyed.Results:The training participation rate among cadres reached 97.30%,with supervision methods being the most desired area for further training.Some cadres reported challenges,such as lack of experience,need for improved work methods,and difficulty in fulfilling duties.Additionally,56.70%of cadres reported confidence in directly addressing negative practices within department party branches,though some also experienced misunderstandings or verbal abuse during their duties.Conclusion:Addressing current challenges in the cadre team requires continuous improvements in team capability structure,a refined training system,and six targeted improvement measures to strengthen the effectiveness of disciplinary inspection cadres.
