新时代新征程何以实现进一步全面深化改革:动力体系与优化路径——对党的二十届三中全会精神的深化理解

摘　　要：党的二十届三中全会对新时代新征程进一步全面深化改革作了系统性部署。实现进一步全面深化改革不仅要树立前瞻视野,也要不断壮大动力体系。从结构视角看,新时代新征程进一步全面深化改革的动力既包含理论性与历史性动力,也涵盖文化性与社会性动力,更离不开组织性与制度性动力的支撑,这些动力共同构成了动力体系的内在要素。从运行视角看,新时代新征程进一步全面深化改革的动力体系由党和政府的主导性、人民群众的主体性,以及党和政府同人民群众的协作性三重推动模式展开。三重模式相互交融、并行不悖。当前,进一步全面深化改革的动力体系不断趋于完善,但仍需强化规范性、效能性及协同性。新时代新征程实现进一步全面深化改革,必须促进其动力体系实现创新优化,不仅要着力挖掘并创新内在动力要素,也要确保动力体系实现均衡发展和实践转化,并形成有针对性的反馈机制及评价机制,由此,才能在不断壮大动力体系支撑效应的基础上,确保新时代新征程进一步全面深化改革不断实现稳序前进,为中国式现代化的深化和拓展提供更加积极和强大的动力和保障。The Third Plenum of the 2Oth Central Committee of the CPC has made systematic arrangements for further compre-hensive deepening of reforms in the new era and new journey.To achieve further comprehensive deepening of reform,we need to establish a forward-looking vision and strengthen the driving force system.From a structural perspective,the driving forces for further comprehensive deepening of reform include theoretical,historical,cultural,social,organizational,and institutional forces,which together constitute the intrinsic elements of the driving system.From an operational perspective,the driving force for further comprehensive deepening of reform is developed through a triple promotion model of the Party's leadership,the peo-ple's subjectivity,and the Party's collaboration with the people.The triple mode blends and runs parallel to each other.Cur-rently,the driving force for further comprehensive deepening of reforms is constantly improving,but there is still a need to strengthen standardization,efficiency,and synergy.To further deepen the reform comprehensively,we should not only optimize the driving factors,but also ensure that the power system achieves balance and value transformation,and form a feedback and evaluation mechanism,so as to provide power and guarantee for Chinese path to modernization in further deepening the reform comprehensively.
