摘 要:《欧洲公民数字能力框架》(European Digital Competence Framework for Citizens,简称DigComp)是国外最具有代表性的数字能力概念框架之一。文章对其最新版和完整版DigComp2.2进行了详细解读,全面梳理了DigComp2.2的结构和内容,并通过比较分析DigComp2.2与之前版本的异同,深度剖析了其体现出的包容性理念特征,从而挖掘出DigComp2.2的核心价值,这对我国全民数字素养与技能提升有参考和借鉴意义。在全球数字化转型背景下,我国应加快推动数字素养与技能框架构建,着力完善数字素养与技能教育体系,重点关注弱势群体数字素养与技能提升,进而更好地提升全民数字素养与技能。The European Digital Competence Framework for Citizens(DigComp)is one of the most representative conceptual frameworks for digital competence abroad.This paper makes a detailed interpretation of the latest and complete version of DigComp2.2,comprehensively sorts out the structure and content of DigComp2.2,and deeply analyzes the inclusive concept characteristics of DigComp2.2 by comparing and analyzing the similarities and differences between DigComp2.2 and previous versions,so as to dig out the core value of DigComp2.2.It is of reference significance for the improvement of digital literacy and skills of all Chinese people.In the context of global digital transformation,China should accelerate the construction of digital literacy and skills framework,focus on improving the digital literacy and skills education system,and focus on the promotion of digital literacy and skills of vulnerable groups,so as to better improve the digital literacy and skills of the whole people.
