摘　　要：随着公立医院在医疗服务体系中的主体地位日益凸显,亟需开展系统性研究以构建一套严谨且科学的医院评估指标体系的理论框架与方法学体系。这对于提高医院评价质量和服务水平至关重要。本文概述了质量层次理论、平衡计分卡框架、IOM框架、DEA分析等理论框架,整理了指标选择时应遵循的科学原则和标准,深入探讨不同评价体系中的评价过程与计算方法,指出构建医院评价指标体系面临的挑战,并提出构建指标体系的针对性建议,为国内“双一流”医院创建评价指标体系研究提供理论借鉴和方法参考,促使国内高水平医院率先步入国内一流与世界一流行列。As the dominant role of public hospitals in China's healthcare system becomes increasingly prominent,there is an urgent need to conduct systematic research to develop a rigorous and scientific framework for hospital evaluation indicators.This is crucial for improving the quality of hospital evaluations and service levels.This paper outlines several theoretical frameworks,including the Quality Hierarchy Theory,Balanced Scorecard Framework,IOM Framework,and Data Envelopment Analysis(DEA).It also summarizes the scientific principles and standards that should be followed when selecting evaluation indicators,discusses the evaluation processes and calculation methods in various systems,and highlights the challenges in constructing hospital evaluation indicator systems.Targeted suggestions are provided for building such frameworks,offering theoretical and methodological references for research on establishing evaluation systems for"Double First-Class"hospitals in China,helping advanced domestic hospitals achieve top-tier national and global status.
