中国制造与“远见文化”的同步变迁:一项跨国比较研究

摘　　要：世界制造业中心的兴衰与大国地位变迁紧密相连。近几十年来,除中国等亚洲国家外,世界经历了一轮去工业化潮流。随着世界制造业中心逐步向中国转移,中国的“远见文化”也在同步发展。一国发展制造业需要付出长期努力。本文对中国、美国、日本、巴西等国家制造业兴衰进行国际比较,聚焦国际关系中的“短视”与“远见”。本文展示了具备“稳定的秩序”与“稳定的参与者”的国家更可能制定长远计划,实施长期政策,发展“远见文化”。中日韩三国制造业的成长以及“远见文化”的同步发展均受益于此。英国、美国、印度与巴西等国制造业遭遇的困境在很大程度上源于难以同时具备上述两个条件。凭借制造业发展与升级,中国积极参与国际分工,向世界分享技术成果与发展机遇,推动构建着眼长远的“人类命运共同体”。The rise and fall of global manufacturing centers are closely related to shifts in the status of major powers.In recent decades,except for Asian countries like China,the world has experienced a wave of deindustrialization.As the center of global manufacturing gradually shifts to China,China s“visionary culture”is also reviving simultaneously.Developing the manufacturing sector of a country requires long-term efforts.This paper,focusing on the concepts of“short-sightedness”and“foresight”in international relations,conducts an international comparison of the rise and fall of manufacturing in countries such as China,the US,Japan,and Brazil.It demonstrates that countries with a“stable order”and“stable participants”are more likely to formulate long-term plans,implement sustained policies,and cultivate a“visionary culture.”The growth of manufacturing sectors in China,Japan,and South Korea,along with the concurrent development of their“visionary culture”,has benefited from these conditions.The dilemma faced by the manufacturing sectors in countries like the UK,the US,India,and Brazil largely stem from their inability to simultaneously achieve both“stable order”and“stable participants.”By developing and upgrading its manufacturing sector,China actively participates in international division of labor,sharing technological achievements and development opportunities with the world,and promoting the construction of a long-term visionary plan of building a community with a shared future for mankind.
