创新驱动发展战略实施是否促进了经济发展方式转变:基于中国省级面板数据的实证研究

摘　　要：党的十八大作出实施创新驱动发展战略的重大部署,地方政府结合自身特点出台实施方案。本文以中国内地省级行政单位为研究对象,构建了包括经济结构调整、科技发展、社会发展和资源环境可持续发展在内的衡量经济发展方式转变水平的指标体系,以此对各省经济发展方式转变情况进行测评,并利用30个省级行政单位2006—2022年的面板数据,检验创新驱动发展战略实施对地区经济发展方式转变水平的影响。结果表明,创新驱动发展战略实施不仅能显著改善地区经济发展方式转变水平,且对经济发展方式转变四个维度均有显著促进作用。The Eighteenth National Congress of the Communist Party of China has made a major deployment to implement the innovation-driven development strategy,while local governments have formulated implementation plans based on their specific characteristics.Taking the provincial administrative units in Chinese mainland as the research object,this paper constructs an indicator system to measure the transformation level of economic development mode,including economic structural adjustment,scientific and technological development,social development,and sustainable resources and environment development.It evaluates the transformation of the economic development mode of each province,and uses the panel data from 30 provincial administrative units from 2006 to 2022 to examine the impact of the implementation of the innovation-driven development strategy on the transformation level of the provincial economic development mode.The results indicate that the implementation of the innovation-driven development strategy not only significantly improves the level of transformation of provincial economic development mode,but also has a significant promoting effect on all four dimensions of this transformation.
