摘 要:基于2023年度西藏自治区日喀则市岗巴县牧光互补1期50 MW光伏储能电站一体化项目工程总承包(EPC)管理的实际执行情况,立足项目策划阶段到并网验收阶段的整个工程建设期,从风险管控及进度管控的角度出发,分别从项目部组建及安全保障、初步设计阶段、采购策划及运输、施工几个方面对项目EPC管理面临的关键问题和风险进行了全方位分析,并提出了相应的对策。施工阶段立足“人、机、料、法、环”等多个维度,达到了精细化分解任务、严谨化管控流程、针对性解决问题的效果。该项目所在区域属于高海拔、严寒、偏远地区,在工期不足3个月的巨大压力下仍按期保质保量地安全完工,其EPC管理经验可为今后国内企业执行西藏自治区的新能源项目提供经验参考。This paper based on the actual implementation of EPC management of the 50 MW PV-storage power station integrated project in the first phase of animal husbandry-PV complementarity project in Gangba County,Shigatse City,Xizang Autonomous Region in 2023,and based on the entire construction period from the project planning stage to the grid connection acceptance stage,from the perspective of risk control and progress control,comprehensively analyzes the key problems and risks faced by the project EPC management from the aspects of project department establishment and safety assurance,preliminary design stage,procurement planning and transportation,and construction,and puts forward corresponding countermeasures.The construction phase is based on multiple dimensions such as"people,machines,materials,methods,and environment",achieving the effect of refined task decomposition,rigorous control processes,and targeted problem-solving manner.The project is a high altitude,cold and remote project,under the huge pressure of less than three months'construction period,it is still completed safely and on schedule with quality and quantity guaranteed.Its EPC management experience can provide experience reference for domestic enterprises to implement new energy projects in Xizang Autonomous Region in the future.
