摘  要:为解决新能源电站场地设计时防洪标准及防洪技术不明确的问题,通过对比分析现行规范,综合归纳风电场、光伏电站、生物质电站、储能电站的防洪标准,提出防洪标准建议;通过分析电站场地设计时的多重影响因素,提出相关防洪设计策略。得到以下结论:1)对于光伏电站和风电场的发电区域,防洪标准建议按照DL/T 5084—2021《电力工程水文技术规程》第3.0.9条来确定。2)发电和变电是电力工程的有机整体,当二者防护等级或规模不同导致防洪标准不同时,建议取二者中的高值,以保证安全性。3)对于涉及新能源电站的重大工程,建议依据水文专业提供的工程寿命周期内的可能最大洪水(PMF)数据作为设计防洪标准。To address the issue of unclear flood control standards and technologies in the design of new energy power plant sites,this paper compares and analyzes current regulations,comprehensively summarizes flood control standards for wind farms,PV power stations,biomass power stations,and energy storage power plants,and proposes flood control standard recommendations.By analyzing the multiple influencing factors in the design of power plant sites,relevant flood control design strategies are proposed.The following conclusion is drawn:1)For the power generation areas of PV power stations and wind farms,it is recommended to determine flood control standards in accordance with the provisions of clause 3.0.9 of DL/T 5084—2021"Hydrological technical code for electric power engineering".2)Power generation and transformation are an organic whole of power engineering.When the protection level or scale of the two is different,resulting in different flood control standards,it is recommended to take the higher value of the two to ensure safety.3)For major projects involving new energy power stations,it is recommended to use the possible maximum flood(PMF)data provided by the hydrological profession within the project life cycle as the design flood control standard.
