摘　　要：社会生活变迁带来层级治理变革,超越了既有研究范式的解释边界。通过构建治理情境与结构的分析框架,并用其解读城市小区治理现象,发现生活事务规模大、性质杂和风险多,构成模糊、多元、嵌套的治理情境,带来层级治理的三大新兴特征,即治理优势上下分异、属地治理效能不彰、社会风险应对失效,因此有必要构建契合性治理模式——“层级融合治理”。该模式的核心是:既塑造政府内部关系和治理行为,又下沉重心坚持街居治理本位,还推动构建虚实结合的治理层级。需要注意的是,城乡融合的现实表现不同,社会生活变迁态势有区别,“层级融合治理”实践路径也不同。In the past decade,with the rapid changes in urban and rural social life,the governance has undergone profound changes,which go beyond the interpretation boundaries of the existing research paradigm and challenge the theoretical framework of“administrative subcontract”,“vertically decentralized authoritarianism”,“high correlation”and“dictatorship of the functional departments of the higher level of government”.This paper constructs an analytical framework of social life change and hierarchical organizational governance,and uses it to interpret the phenomenon of situational change and hierarchical governance in urban communities.It is found that community life affairs are large in scale,complex and risky,constituting a fuzzy,pluralistic,nested and dynamic governance situation,and bringing three major challenges to the local social governance model,namely,the upper and lower differentiation of governance advantages,the ineffectiveness of territorial governance,and the governance problem of social risks.The change of the social situation as the object of governance has driven local governments to adjust the governance mechanism to the reality,and the hierarchical“integrated governance”model has appeared on the stage.The performance of the hierarchical“integrated governance”model is that,in view of the problems caused by the changes in social life,the hierarchical organization needs to lower the focus of governance,adjust the operation mode of the hierarchical organization,and improve the feedback governance ability of life affairs;in view of the problem of covering governance of life affairs,local governments should assume more governance responsibilities,retain the necessary overall governance capabilities through superiors,and balance the professionalism and integrity of organizational governance.There are several characteristics of the hierarchical“integrated governance”model.In terms of the allocation of governance power,local governments do not“package”governance power to grassro
