摘　　要：目的为提升体育公共服务的均衡性与可及性,满足各地区、各人群的多元化运动需求,从而完善公共体育服务体系,以实现人民体育权益和公平正义。方法研究以推动基本公共体育服务均衡性发展为切入点,运用文献资料法与逻辑分析法对基本公共体育服务均衡性发展内涵与价值意义、现实困境与推进路径进行分析研究。结论均衡性发展对于均等化发展是一种升级与拓展,既强调确保最低标准,亦在更大程度上关注于优质供给与服务质量的提升。然而,受制于法律政策不健全、多元主体参与不足及标准化体系缺陷等因素的影响,体育公共服务供给与服务质量在区域、城乡与群体间呈现非均衡性现状。鉴于此,围绕促进基本公共体育服务均衡性发展,以推动优质供给与提升服务质量为目标,从法规政策建设、多元参与机制以及标准化建设3个维度提出8项具体对策。Objective To improve the balance and accessibility of sports public services,meet the diversified sports needs of all regions and groups,and improve the public sports service system,so as to realize people's sports rights and interests and fairness and justice.Methods This study takes the promotion of the balanced development of basic public sports services as the starting point,and uses the literature method and logical analysis method to analyze and study the connotation and value significance,practical dilemma and promotion path of the balanced development of basic public sports services.Conclusion Balanced development is an upgrade and expansion of equalized development,which not only emphasizes ensuring minimum standards,but also pays more attention to the improvement of high-quality supply and service quality.However,due to the influence of factors such as imperfect laws and policies,insufficient participation of multiple subjects,and defects of the standardization system,the supply and service quality of sports public services are unbalanced among regions,urban and rural areas,and groups.In view of this,focusing on promoting the balanced development of basic public sports services,with the goal of promoting high-quality supply and improving service quality,eight specific countermeasures are put forward from three dimensions:the construction of laws and regulations,the construction of multiple participation mechanisms and the construction of standardization.
