数字生态差异视角下的中国-东盟共建数字丝绸之路探析

摘　　要：在数字领域国际合作日益加深的背景下,数字合作已成为中国-东盟全面战略伙伴关系的重要内容。基于数字政治经济学分析框架,从国家-市场关系、治理模式、行为体互动和数字网络等维度来看,新加坡和马来西亚等成熟型数字经济体建立了市场主导与政府引导相协调的治理模式;印度尼西亚、泰国等发展型数字经济体探索政府与市场力量的平衡;柬埔寨、老挝等基础型数字经济体呈现政府主导和市场机制待完善的特征。中国与东盟共建数字丝绸之路呈现分层合作、渐进发展、互补共赢的特征,即中国与成熟型经济体共同推进制度创新,与发展型经济体推动数字产业升级,与基础型经济体加强基础设施建设,推动形成了均衡、包容、可持续的区域数字发展格局。Digital technology has become a key driver of global economic growth,with digital cooperation emerging as an essential element in China-ASEAN relations.This study analyzes the differences in ASEAN countries’digital ecosystems through the lens of digital political economy,focusing on state-market dynamics,governance structures,and stakeholder relationships.The research findings reveal three distinct categories of digital development among ASEAN members.Firstly,Singapore and Malaysia represent mature digital economies characterized by market-driven development with effective government oversight.Secondly,Indonesia and Thailand exemplify developing digital economies that are actively balancing state intervention with market forces.Thirdly,Cambodia and Laos typify emerging digital economies where government leadership remains prominent while market mechanisms continue to evolve.In response to these variations,China has adopted differentiated approaches in its Digital Silk Road initiative with ASEAN.The cooperation with mature economies centers on institutional innovation and regulatory frameworks.The partnerships with developing economies focus on industrial transformation and technical capacity building.The collaboration with emerging economies prioritizes digital infrastructure development.This multi-tiered approach aims to promote the formation of a balanced,inclusive and sustainable regional digital development pattern.
