摘  要:近年来,淮河流域各省为恢复湖泊生态功能,提高流域、区域防洪和水资源配置能力,增强湖泊调蓄能力,积极推进湖泊退圩(渔)还湖工作,取得了一定成效。文章研究了淮河流域重要湖泊洪泽湖、高邮湖、南四湖和骆马湖的退圩(渔)还湖实施情况,从立项审批、规划内容、投资渠道、实施模式、进展成效和问题难点等方面,分析湖泊退圩(渔)还湖工作机制、综合效益等,并就退圩(渔)还湖实施过程中有关难点问题提出对策建议,以指导、规范和推动淮河流域湖泊退圩(渔)还湖的实施,持续复苏河湖生态环境,维护河湖健康生命,实现河湖功能永续利用。In recent years,various provinces in the Huai River Basin have actively promoted the restoration of lake ecologi-cal functions,improved the flood control and water resource allocation capabilities of the basin and region,enhanced the regulation and storage capacity of lakes,and actively promoted the work of returning polders to lakes,achieving certain re-sults.This article studies the implementation of returning polders to lakes in important lakes in the Huai River Basin,in-cluding Hongze Lake,Gaoyou Lake,Nansi Lake,and Luoma Lake.From the aspects of project approval,planning con-tent,investment channels,implementation models,progress results,and difficulties,the article analyzes the mechanism and comprehensive benefits of returning polders to lakes,and puts forward rmeasures and suggestions on the relevant diffi-culties in the implementation process,in order to guide,standardize,and promote the implementation of returning polders to lakes in the Huai River Basin,continuously recover the ecological environment of rivers and lakes,maintain the healthy life of rivers and lakes,and achieve the sustainable use of river and lake functions.
