摘　　要：文章分析水法制体系的结构和现行《中华人民共和国水法》的定位,剖析水法制体系存在的问题,提出水法制体系需要有一部综合性、基础性法律,建议将《水法》修改为“统管全局的水的基本法”,促进水法制体系法典化,加强水法治建设、推进全面依法治水,保障治水事业高质量发展。This article analyzes the structure of the water legal system and the positioning of the current Water Law of the People's Republic of China(hereinafter referred to as the Water Law),analyzes the problems existing in the water law sys-tem,and proposes that the water law system needs a comprehensive and fundamental law.It is suggested to revise the Water Law to"the basic law for a comprehensive water management",promote the codification of the water law system,strength-en the construction of water law governance,enhance the law-based governance of water,and ensure the high-quality devel-opment of water governance.
