摘  要:面向“四预”的水资源动态调配是当前水利行业发展的重点方向,也是强化水资源精细化管理的重要途径。通过系统梳理宁夏水资源调配工程现状,包含黄河水、本地地表水、地下水和非常规水的多水源调配模式,以及行业间、用户间和时间上的用水竞争关系,深度剖析水资源调配前期、调配过程以及调配管理方面存在的主要问题,提出适应宁夏特点的水资源动态调配策略,包括调配目标、调配准则、边界条件和调配方案等,为宁夏落实“四水四定”要求、实现水资源统一调配与管控提供支撑。The dynamic regulation of water resources for the"four pre"is a key direction for the current development of the water sector and an important way to strengthen the refined management of water resources.By systematically analyzing the current situation of water resource allocation projects in Ningxia,including the multi source regulation mode of Yellow River water,local surface water,groundwater,and unconventional water,as well as the water competition relationship between industries,users,and time,this article deeply explores the main problems in the early stage,regulation process,and man-agement of water resource regulation.It proposes a dynamic water resource regulation strategy that adapts to the characteris-tics of Ningxia,including regulation goals,regulation criteria,boundary conditions,and regulation plans,providing sup-port for Ningxia to implement the requirements of"water dominates development"and achieve unified regulation and control of water resources.
