摘　　要：中缅边境地区缅籍劳工入境对于地方经济社会发展具有重要意义。一方面,经济诉求、文化惯习、国家政策和政治环境等多种因素导致缅籍劳工具有较高的流动性;另一方面,大量低技术缅籍劳工的源源输入以及由此形成其作为低成本劳动力的本质特征,吸引和满足了对廉价劳动力有强烈偏好的市场各用工主体,并逐渐使劳务市场对缅籍劳工产生较大的依赖。通过加强国际合作和协调、创新跨境劳务合作方式、加强就业市场管理和给予外籍劳工必要的社会文化支持等措施增强缅籍劳工的工作稳定性,可以为消解缅籍劳工较高的流动性与地方经济社会发展对其依赖性之间的冲突和张力提供一定的资政参考。The entry of Burmese migrant workers from the China-Myanmar border areas is of great significance to local economic and social development.On the one hand,various factors such as economic demands,cultural habits,national policies and political environment have led to the high mobility of Burmese workers,while on the other hand,the continuous influx of a large number of low-skilled Burmese workers and the resulting inherent characteristics of low-cost labor force have attracted and satisfied the market entities with a strong preference for cheap labor,gradually leading to a significant dependency of the labor market on Burmese workers.By strengthening international cooperation and coordination,innovating cross-border labor cooperation methods,enhancing employment market management and providing necessary social and cultural support to foreign workers,the job stability of Burmese workers will be increased,so as to provide some policy recommendations for resolving the conflict and tension between the high mobility of Burmese workers and the dependence of local economic and social development on them.
