摘  要:分布式智能配电网规划时,需考虑各个分布式电源(distributed generation,DG)运营商、充电站运营商和供电企业的利益,从而使规划模型多样化、复杂化。为此,提出一种分布式智能配电网双层联合规划模型,在考虑电网潮流、节点电压、电源出力等约束基础上,配电网下层规划考虑DG和充电站的初始投资成本、售电收入、发电补贴、过网成本,以分布式电源运营商/充电站运营商收益最大为目标函数,确定分布式电源和充电站的接入位置与容量;配电网上层规划考虑配电网购电费用、运行损耗、故障成本,以供电企业收益最大为目标,确定配电网投资项目。双层规划模型求解采用改进遗传算法,对DG和充电站的接入位置与容量、配电网项目开关组合进行隐性编码,将动态规划问题转化为一个非线性整数寻优的数学问题。通过中部城市某区域配电网实例,验证该方法的实用性和有效性。When planning a smart distribution grid,it is necessary to consider the interests of various distributed generation(DG)operators,charging station operators and power supply enterprises.It makes the planning models diverse and complex.Therefore,the bi-level joint planning model has been proposed.On the basis of considering constraints such as power flow,node voltage and generator output,the lower-level planning of the distribution grid takes into account the initial investment cost,electricity sales revenue,generation subsidies,and grid costs for power distribution,and takes the maximum revenue of DG operators/charging station operators as the objective function,to determine the access location and capacity of DGs and charging stations.The upper-level planning takes into account the power purchase cost,network loss,and failure cost of the distribution network,with the goal of maximizing the profits of the power supply enterprise,to determine the investment projects of the distribution network.The solution of the bi-level planning model adopts the improved genetic algorithm,to perform implicit encoding for the access location and capacity of DG and electric vehicle charging station and the switch combination of distribution network projects,and the dynamic planning problem will be transformed into a nonlinear integer optimization mathematical problem.The practicability and effectiveness of this method are verified by an example of a regional distribution grid in a central city.
