摘  要:农业协同发展对京津冀协同发展具有重要支撑作用,低碳农业是京津冀高质量协同发展的内在要求。为了科学划分减排责任机制,以京津冀13市为研究对象,研究区间为2007—2021年,使用DEA-Malmquist指数法和影子价格法对其农业绩效和减排成本进行分析。研究结论如下:(1)关于生产绩效,京津冀地区农业生产效率总体处于较理想水平,但北京、邯郸、石家庄、保定、邢台、衡水、沧州未达到区域均值;(2)关于减排成本,京津冀区域内部农业碳减排成本差异较大,减排成本区间为19.96~188.45元/吨,此外,减排成本的核密度曲线分布呈分散趋势,说明区域整体减排经济效率不高;(3)为了进行减排责任分摊,综合生产绩效和减排成本结果进行聚类分析,将京津冀地区农业划分为四类:Ⅰ区低绩效低成本区、Ⅱ区低绩效高成本区、Ⅲ区高绩效低成本区、Ⅳ区属于高绩效高成本区。The coordinated development of agriculture plays an important supporting role in the coordinated development of Beijing Tianjin Hebei,and low-carbon agriculture is an inherent requirement for high-quality coordinated development of Beijing Tianjin Hebei.In order to scientifically divide the emission reduction responsibility mechanism,13 cities in Beijing Tianjin Hebei region were taken as the research objects,with a research interval from 2007 to 2021.The DEA Malmquist index method and shadow price method were used to analyze their agricultural performance and emission reduction costs.The research conclusion is as follows:(1) Regarding production performance,the overall agricultural production efficiency in the Beijing Tianjin Hebei region is at a relatively ideal level,but Beijing,Handan,Shijiazhuang,Baoding,Xingtai,Hengshui,and Cangzhou have not reached the regional average;(2) Regarding the cost of emission reduction,there is a significant difference in agricultural carbon reduction costs within the Beijing Tianjin Hebei region,with a cost range of 19.96-188.45 yuan/t.In addition,the nuclear density curve distribution of emission reduction costs shows a scattered trend,indicating that the overall economic efficiency of emission reduction in the region is not high;(3) In order to share the responsibility for emission reduction,a cluster analysis was conducted based on the comprehensive production performance and emission reduction cost results.The agriculture in the Beijing Tianjin Hebei region was divided into four categories:Zone Ⅰ low performance and low-cost area,Zone Ⅱ low performance and high cost area,Zone Ⅲ high performance and low cost area,and Zone Ⅳ belongs to the high performance and high cost area.
