生态安全格局下的自然资源要素数量管控优化——以山西省和顺县为例

摘  要:底线思维是新时代国家治理体系和治理能力现代化的必然要求,尤其在自然资源管控优化方面作用更为重要和突出.本文以和顺县为例,从自然资源的底线控制出发,提出一种基于生态安全格局的自然资源要素管控优化方法,在基于MCR模型划分生态安全格局功能区的基础上,引入多目标动态规划模型进行自然资源要素数量的测算与优化.结果表明,由近期至远期,研究区数量优化控制结果更加吻合于研究区生态功能优化分区结果,但自然资源要素现状较远期目标差距较大.为了满足自然资源全要素管控目标、构建研究区新的发展格局,研究区今后要拓展生态空间,适当减小生产空间和生活空间.Bottom-line thinking is an inevitable requirement for the modernization of national governance system and governance capacity in the new era,especially in the optimization of natural resource management and control.Taking Heshun County as an example,this paper proposes a natural resource element control and optimization method based on ecological security pattern from the bottom line control of natural resources,and in-troduces a multi-objective dynamic planning model to measure and optimize the number of natural resource elements on the basis of dividing the functional areas of ecological security pattern based on the MCR model.The results show that,from the near to the long term,the results of the optimal control of the number of study areas are more consistent with the results of the optimization zoning of ecological functions in the study area,but the current status of natural resource elements is more different than the long-term goals.In order to meet the goal of total factor control of natural resources and build a new development pattern of the research area,the research area should expand the ecological space in the future and appropriately reduce the production space and living space.
