摘 要:我国自然资源实行分头管理,不同部门对自然资源调查、监测与评价的目标各异,导致同一类自然资源调查依据、分类标准、基础不统一,针对同一类自然资源的调查监测工作,易出现调查对象与范围的重叠、内容有交叉、指标相矛盾以及数出多门等问题。因此,需要构建一套科学、系统的自然资源统一调查监测体系。该体系旨在实现调查监测的统一组织实施、统一标准规范及统一成果管理。以天津市为例,提出了自然资源统一调查监测体系的建设思路,设计了调查监测体系框架并提出了关键技术突破路径。China’s implements separate management of natural resources,and different departments have different goals for natural resource investigation,monitoring,and evaluation,resulting in inconsistent criteria,classification standards,and foundations for the investigation of the same type of natural resources.For the investigation and monitoring work of the same type of natural resources,it is easy to encounter problems such as overlapping investigation objects and scope,overlapping content,contradictory indicators,and multiple data sources.Therefore,it is necessary to establish a scientific and systematic system for the unified investigation and monitoring of natural resources.This system aims to achieve unified organization and implementation of investigation and monitoring,unified standards and regulations,and unified results management.Taking Tianjin city as an example,a construction idea for a unified survey and monitoring system for natural resources was proposed,and a framework for the survey and monitoring system was designed,along with key technological breakthrough paths.
