摘  要:城镇老旧小区改造是实施城市更新的重要抓手,是推动惠民生、扩内需的民生工程,在满足人民群众对美好生活需要的同时,起到了促进经济高质量发展的作用。自2019年以来,贵州省全面推进老旧小区改造工作,改善了老旧小区的居住环境,提高了居民的生活质量和幸福感,但如何评估城镇老旧小区在项目规划、居民参与、改造效果等方面存在的问题,成为亟待研究的课题。本研究在2022年贵州省城镇老旧小区改造项目评估的基础上,运用现场踏勘、查阅资料、座谈会、调查问卷等方式,提出通过筛选和优化基础评估指标、新增评估指标和细化三级指标的方法,重组和构建贵州省城镇老旧小区评估指标体系,为下一步贵州省城镇老旧小区改造评估工作提供支撑。The renovation of old urban residential areas is an important lever for implementing urban renewal,as well as a livelihood project for benefiting people’s livelihoods and expanding domestic demand.It not only meets the needs of the people for a better life,but also plays a role in promoting high-quality economic development.Since 2019,Guizhou Province has comprehensively promoted the renovation of old residential areas,improved the living environment and enhanced the quality of life and happiness of residents.However,how to evaluate the problems in project planning,resident participation,and renovation effects of old urban residential areas has become an urgent research topic.Based on the evaluation on the renovation projects of old urban residential areas in Guizhou Province in 2022,this paper uses on-site survey,data review,symposiums and questionnaires,etc.,and proposes to reconstruct and establish the evaluation indicator system for the old urban residential areas in Guizhou Province through the methods of screening and optimizing the basic evaluation indicators,increasing new evaluation indicators and detailing the three-level indicators.It aims to provide support for the next-step evaluation on the renovation of old urban residential areas in Guizhou Province.
