新形势下精细化工园区企业安全管理的挑战与应对措施

摘　　要：当前精细化工园区企业在新形势下面临诸多安全管理挑战,主要包括:安全监管要求不断深化与基层监管人员能力提升之间的矛盾,化工园区信息化管理要求的提高与实际应用不够充分的问题,间歇性VOCs无组织违法排放与当前经济环境下技改投入的矛盾,以及技术升级改造与当前社会经济环境下企业安全投入之间的矛盾。文章通过分析这些挑战,提出了一系列应对措施,包括提高基层监管人员的能力、加强信息化管理的应用、加大技术改造和安全投入、强化监管和技术措施结合,旨在提升精细化工园区的整体安全管理水平,为园区企业提供有效的安全管理策略,以应对不断变化的外部环境和内部需求。Currently,enterprises in fine chemical parks are facing many safety management challenges under the new situation.They mainly include:the contradiction between the deepening of safety supervision requirements and the enhancement of grassroots supervisors' ability,the problem of the increase of information management requirements in chemical parks and the insufficient application in practice,the contradiction between the intermittent VOCs unorganized illegal emissions and the investment in technological reform under the current economic environment,and the contradiction between technological upgrading and transformation and the enterprise's safety investment under the current socio-economic environment.By analyzing these challenges,this paper proposes a series of countermeasures,including improving the ability of grassroots supervisors,strengthening the application of information management,increasing technological upgrading and safety investment,and strengthening the combination of supervision and technical measures.It aims to improve the overall safety management level of fine chemical parks and provide park enterprises with effective safety management strategies to cope with the ever-changing external environment and internal demands.
