群学视域下社区治理能力提升研究

摘　　要：构建中国语境下的社区治理体系是推进中国式现代化的迫切需要。群学所蕴藏的中国智慧对于提升我国社区治理能力,推进社会治理现代化至关重要。作为中国古典社会学,群学与我国社区治理在概念、实践等维度具有一定契合性。文章以群学为理论基础,结合社区治理实践和群学命题体系,构建类型化的社区治理分析框架。将现有社区治理实践分为居民自治型、党建引领型、技术支持型、组织赋能型四种主要类型,并提炼出合群明伦、礼法并重、合义之利、尚贤使能等群学智慧。在此基础上,进一步从合群、能群、善群维度上提出三位一体的社区治理能力提升路径,尝试构建群学“一线四层”命题体系启发下的社区治理理想状态。Constructing a community governance system within Chinese context is crucial for advancing Chinese modernization.China's wisdom embedded in groupology(Qunxue)plays a vital role in enhancing China's community governance capacities and promoting the modernization of social governance.As a classical Chinese sociology,Qunxue shares certain campatibilites with China's community governance in terms of concepts,practices and other dimensions.Based on the theory of Qunxue,by integrating community governance practices and the propositional system of Qunxue,this paper aims to construct a typological analysis framework for community governance.The existing community governance practices can be classified into four main types:resident autonomy,Party leadership,technological support,and organizational empowerment.The paper distills the wisdom of Qunxue such as harmonizing the group and understanding ethics,balancing ritual and law,aligning righteousness with benefit,and valuing the virtuous and empowering the capable.Based on these,a trinity approach for improving community governance capacities is further proposed,from the dimensions of being group-oriented,capable of grouping,and skilled in grouping.This is an attempt to devise an ideal state of community governance,inspired by the"one line and four levels"proposition system of groupology(Qunxue).
